Electric Fireplace switch works no matter what breakers are flipped

I need to replace the switch on my gas fireplace. It is the style attached and doesn’t stay flipped “on” anymore which I have been told means the switch is going bad. I am trying to turn power off to the switch, but no matter what breakers I turn off it will still power the fire on. I turned the whole house breaker off and tried just to be sure. I’m obviously misunderstanding something about how this switch works, but it’s not clear to me what this means.
